It allows (witch)doctors to cut off a vital part of a little or baby boy's anatomy while criminalising the affectionate fondling of the same bits of anatomy while (who could imagine it?) allowing the said bits to remain in place intact - this behaviour is highly irrational- a clean cut restores sanity for all.
