For that sort of purpose, it would be more understandable. But still, how old is that boy in the harness? Wouldn't he be 4 or even 5. One would think that by that age they should be able to at least behave themselves and not be totally out of control. A harness could of course be handy to allow a small boy to be able to get view of some things that he would otherwise have difficulty seeing if he was standing on his own.
