a lot of times, people who are collecting CP also like to share the wealth with others, as a way of "giving back" to the community. Strangely, federal law sets out a separate offense of "receipt of child pornography," punishable by 5-20 or 15-40 years (depending on criminal record), while mere possession is punishable by 0-10, 0-20, or 10-20 years (depending on whether the minors were prepubescent, and on criminal record).

So basically, the possession charge just exists as something to plea bargain your receipt of child pornography charge down to.
