I think a fine, like traffic citation

and so denial, (if the youth reports you) could and should lead to a fine and reminder of how important to the development and well being releasing his "urges" is...

So i'd go with #1, a slap on the wrist in a form of fine, with a waiver option if satisfaction is put into writing by the complainant, a justice of the peace should be able to retract the fine, as compliance was achieved in the end.
