Its about unreasonable searches and seizures by governmental authority. It says for authorities to search your property they must have probable cause and a warrant signed by a judge. There are a few exceptions, but they're narrow. There's noting in the Bill of Rights that constrains anyone else, (private citizen, business, etc), not part of government from snooping all they want. Search the entire Constitution...not once will you see the word "privacy". That's just a common misconception people believe and the general public has an assumption about. Another glaring example of the failure of public education, or deliberate liberal indoctrination. Madison et. al. were brilliant and succinct enough writers that had they specifically wanted to guarantee a right to privacy, they would have said so.
