Whoops ! I put the following sentence at the wrong place :
"For example, any penetrative sex under 14 is considered "RAPE with violence". Maximum penalty under the law is 30 years, not 12 ! "

Correction to my previous message

Check the Belgian Penal Code
Sections 372 to 375
For example, any penetrative sex under 14 is considered "RAPE with violence". Maximum penalty under the law is 30 years (note: in practice in 20 years), not 12 !
