Gilbert Herdt in his book, "Moral Panics, Sex Panics," also cites Jenkins I think as the person who invented the term, moral panic.

The problem with Jenkins from the passages you cited, is that he is biased by ignorance, shown by his use of the word, molesters, instead of lovers; and by describing them as "confused," implying that any child adult sexuality is somehow a mistake by the adult.
