I thought floods ended at the county line

Growing up I would watch the flood reports on the local news. There were certain counties on the map that were colored in blue (flooded) and other counties, some even adjacent to the flooded counties, that were colored grey (non-flooded). I had also seen a bugs bunny cartoon where bugs walks up to this wall of water and he can see into it like it's an aquarium, fish swimming back and forth and all. Plus I had learned in church about the big flood, so I assumed that all flooded lands had a mile of water on top of them, covering up even the tallest buildings and mountains.

So I thought the floods just abruptly stopped at the county line, and I imagined that flooded counties had a mile of water on top of them. Then one day we went to a restaurant next to a river and there was a line painted on the wall that showed how high the record flood waters had come up to. I asked what must have sounded like a stupid question and my dad explained to me that the river just got deeper until it went over it's banks and flooded the restaurant, kind of like the tide coming in half way up a big sand castle.
