BC is largely self moderated

First base: moderate thyself. BC only works if most of us are actively trying to stay between the guardrails. Second base: Peer pressure. BCers share links to the rules and explain how they work to newbies and those who need a reminder to keep it to friendly conversation. Of course the cogs rely on every one of us to keep each other informed. Third base: sending an email PRF to the cogs to tell them to take care of something. For example a link to something inappropriate gets posted you don't go making a big public fuss about it, because if it is something dangerous you'd be putting people into harms way by talking about it in public view. And then the cogs step in occasionally to hit a home run which will hopefully inspire the rest of the team to take the rules seriously and treat each other excellently. You know this. We've discussed it many times. Only a #SeaLion repeatedly tries to reestablish the very basic facts about the situation over and over, with the likely goal of preventing conversations from progressing naturally.
